Gareda Lee McElhatton said the woman made the call and hung up, before she passed out.
He said the incident occurred at Market Square, Kildare town, at around 11.15pm on November 25.
Defending solicitor Seamue Boyle described her actions as “disgraceful carry-on” and he said he had discussed this with her and members of a family.
Mr Boyle also said the defendant is a lovely woman without drink on her.
Judge Desmond Zaidan criticised the defendant for endeavouring to contact ambulance personnel who also have to deal with people falling ill from a heart attack or a stroke.
He said this should be their function “not to save drunken fools.”
He imposed a fine of €500.
