NCPS defends Naas clamping

THE clamping company which polices a number of privately owned car parks in Naas has defended its activities.
Local people and councillors have constantly criticised the practice and the cost of having a clamp taken off – up to €120.
Tom Harrington of National Control Parking Systems (NCPS) said a grace period is allowed before a clamp is put on a vehicle which does not have a valid ticket displayed. And he said photographs verify this.
He said NCPS operates within guidelines drawn up by the Irish Parking Association – a group made up of companies with an interest in the “parking industry.”
Mr. Harrison claimed the average time of taken to release a car is 37 minutes and “this is documented” .
He also told the Leader that signs indicating how each car park operates are visible and defended the €120 charge as including a VAT rate of 23%.
The Leader contacted NCPS previously and the company has admitted that its employees are paid bonuses or commission based on what they called ‘Key Performance Indicators’.
The admission came in response to a query as to whether clampers were on commission to clamp as many vehicles as possible.
The Leader understands that the car park at Fairgreen – which is leased to NCPS – previously attracted late night revellers who created a late night nuisance for the owners who live nearby; at times blocking access to their home.
The owners pay rates to Naas Town Council.
