Developer hopes for planning permission in Naas despite downturn

The developer seeking permission to proceed with a residential development in Naas is insisting he intends to build despite the downturn which has seen property prices fall dramatically since 2007.
Pat Fadden of Le-Monde Holdings has sought permission from Naas Town Council for a total of 101 houses and apartments on land at Naas West, close to the Old Caragh Road.
Individual residents living in nearby areas, notably Caragh Court, have criticised the plan and as well as at least one residents group. In all the council has received almost 40 objections.
He also said that while the property market is depressed, it’ll take “one or two years” before any work can start – if permission is received.
He also said that “hopefully” the property market will improve in time.
Mr. Fadden also said that the application is about building houses and not to secure an access road to the entire land holding.
“An access road will be needed but for the building work,” he said, adding that the application for the 58 apartments is for outline planning permission only (which means the applicant is not immediately ready to proceed).”
Mr. Fadden also said he has been building houses in County Kildare for many years and is well accustomed to objections.
“We will see first if we get planning permission,” he said.
Mr. Fadden said the housing which is proposed is “low density” and he said any apartments built would be of very high quality.
Mr. Fadden stressed that the planning application conforms with the requirements and aspirations of the development plan for Naas.
“What we are doing is in accordance with the Area Action Plan for Naas and for that area. We have had discussions with council planners and we think and this development is appropriate for this area. It’s not as if the land is not zoned.”
A final decision on the application is due to made within about a week.
Any party is then entitled to appeal that decision to An Bord Pleanala
