In a report pre draft report to councillrs, the County Manager has said that it is evident that a quantum of residential zoned lands will be required.
A number of people want land to be changed from dezoned, as is possible under more recent legisl
ation, but in some case the Manager has also advised councillors that the Council could be liable for compensation if it does that and that changes from Town Centre or residential to amenity is, thus, "not possible."
The submissions reflect the debate over the Donaghcumper area plan, which along with a separate one for Castletown, are likely to remain controversial.
Celbridge Community Council wanted land adjoining the River Liffey and fronting onto the Clane road at Celbridge Abbey used as a community park and playinground.
But the Manager advised they are zoned retail and commercial and downsizing them to Open Space and Amenity would leave the Council open to compensation.
One group, the Board of Management of Glebe Montessor School, is asking that the Council consider a site for a new junior monetessori school when it is doing land exchanges.
Kildare VEC is also seeking a new 10-15 acres sie for an education campus with primary, post primary and adult education, possibly at the Hazelhatch road or Ardclough road area.
It submissions also ssaid that a a 5000-10,000 square foot site is need for a new Adult and Further Education Centre.
Fianna Fail TD, Aine Brady, told the Council that Barina Construction has said they have are willing to make land available for schools on part of 14 acres they want zoned. She said that under the current Celbridge Development Plan, the larger site is zoned for traveller accommodation and wondered if it should be zoned for education instead.
Her colleague, Michael Fitzpatrick TD, said he was asked that Scoil Bhride remain at Main Street instead of being moved to a greenfield site as suggested in the last Celbridge plan.
